gameoverlayui.exe is the Steam Overlay User Interface process. It renders the in-game overlay atop active games, granting access to friends, chat, invites, guides, achievements, and screenshots without leaving gameplay. This component is launched by the Steam client and runs while Steam or a game is active.
It hooks into the game's render pipeline (via DirectX/OpenGL support) and uses the Steam Overlay Renderer to draw UI elements. It communicates with the Steam client to fetch friends data, overlay content, and handles input hooks for hotkeys and in-game interactions.

gameoverlayui.exe is the Steam Overlay UI process from Valve, used to render the in-game overlay. It is legitimate when it runs from the Steam installation path and is digitally signed by Valve Corporation.
Open Steam > Settings > In-Game, uncheck 'Enable the Steam Overlay while in-game'. You can also disable per-game in the game’s properties under General.
